NextGen CM/ECF Filing Agents

A "Filing Agent" is a user that can file on behalf of attorneys or trustees.  All filing agents must have their own PACER account and may be linked to multiple attorneys and trustees.  The filing agent will have the same access and permissions as the attorney or trustee. However, when the filing agent uses their login and password, the attorneys' or trustees' name will only appear in the docket text.

Filing Agents may receive emails, but only if the attorney or trustee places the filing agent's email address in their CM/ECF Maintain User Account.  See "Adding Additional Email Accounts in CM/ECF."

Process for Filing Agents:

  1. Register at PACER for an upgraded PACER account. Must register under Non-Attorney E-File Registration - OR - if you have a PACER account, upgrade your PACER account.
  2. Request e-filing privileges with the court through PACER - OR - if you have a CM/ECF login & Password you will Link your CM/ECF account to your PACER account.
  3. Once accepted, the attorney/trustee must link the filing agent to their CM/ECF account. Note: If an attorney/trustee had filing agents prior to NextGen, the filing agent is already linked to their CM/ECF. The attorney/trustee will only need to modify the permissions.

Select the appropriate link for the procedure that applies to you:

Filing Agent: Has a CM/ECF account but no PACER account

Filing Agent: Has a CM/ECF account and a PACER account

Filing Agent: No CM/ECF account and no PACER account

Trustee or Attorney Link Filing Agent to their CM/ECF account

Procedure

Filing Agent: Has a CM/ECF account but no PACER account
Steps Procedure
If you have a CM/ECF account, but do not have your own PACER account, then you must create your own PACER account.  Once you have your own PACER account, you will link your CM/ECF account with your PACER account. 
1 Register for a PACER Account. Must Register as Non-Attorney. 
2 Link your CM/ECF account with your PACER account.
3 Once your account is linked, your CM/ECF login and password are no longer valid to login to CM/ECF.  Instead you will use your PACER account.
4 The attorney or trustee will need to link the filing agent to their CM/ECF account.
  • In CM/ECF, Under UtilitiesMaintain Your ECF Account click on More user information and do a search on the Filing Agent.  
  • In the Find filing agent field, enter the name of the filing agent.
  • Once the name comes up, click Select.
  • Click on the filing agent's name once it has been linked and the Update Filing Agent Permissions box will come up. 
  • The Internet Payment will default to N, change to Y > click Save.
  • Click on Return to Account Screen.
  • Click on Submit to save the changes.

 

Filing Agent: Has a CM/ECF account and a PACER account
Steps Procedure
If you have a CM/ECF account, but do not have your own PACER account, then you must create your own PACER account.  Once you have your own PACER account, you will link your CM/ECF account with your PACER account. 
1 Upgrade your PACER account. 
2 Link your CM/ECF account with your PACER account.
3 Once your account is linked, your CM/ECF login and password are no longer valid to login to CM/ECF.  Instead you will use your PACER account.
4 The attorney or trustee will need to link the filing agent to their CM/ECF account.
  • In CM/ECF, Under UtilitiesMaintain Your ECF Account click on More user information and do a search on the Filing Agent.  
  • In the Find filing agent field, enter the name of the filing agent.
  • Once the name comes up, click Select.
  • Click on the filing agent's name once it has been linked and the Update Filing Agent Permissions box will come up. 
  • The Internet Payment will default to N, change to Y > click Save.
  • Click on Return to Account Screen.
  • Click on Submit to save the changes.

 

Filing Agent: No CM/ECF account and no PACER account
Steps Procedure
If you do not have a CM/ECF account, then you must create your own PACER account and request permission to file with the Court.  
1 Register for a PACER Account. Must Register as Non-Attorney. 
2 Request permission to file with the Court
3 Once permission is given, your PACER account will be used to gain access to CM/ECF.
4 The attorney or trustee will need to link the filing agent to their CM/ECF account.
  • In CM/ECF, Under UtilitiesMaintain Your ECF Account click on More user information and do a search on the Filing Agent.  
  • In the Find filing agent field, enter the name of the filing agent.
  • Once the name comes up, click Select.
  • Click on the filing agent's name once it has been linked and the Update Filing Agent Permissions box will come up. 
  • The Internet Payment will default to N, change to Y > click Save.
  • Click on Return to Account Screen.
  • Click on Submit to save the changes.

 

Attorney or Trustee link filing agent to your own CM/ECF Account
Steps Procedure
The attorney or trustee will need to link the filing agent to their CM/ECF account.

  • Click on Return to Account Screen.
